The Mexican capital’s joint Metropolitan Environmental Commission (CAM) has unveiled its first-ever long-range program to reduce air pollution in the smog-shrouded Valley of Mexico. Now the question is: Will it survive the perilous transition from paper to practice? The 2002-2010 Valley of Mexico Metropolitan Area Air Quality Improvement Program, known as Proaire III, is a blueprint of astonishing scope. It details on a year-by-year basis how authorities expect to remove 826,000 tons of pollutants from the skies in and around the Federal District during this decade.
