Mary Kelly is executive director of the Texas Center for Policy Studies, a nonprofit public-interest group based in Austin, Texas. Her work encompasses such issues as water management in the binational Rio Grande/Rio Bravo river basin, environment and water-resource management in Texas and trade-and-environment linkages under the North American Free Trade Agreement (Nafta). Kelly serves on the U.S. Environmental Protection Agency’s Environmental Finance Advisory Board. She also sits on state advisory panels and on the executive committee of the Meeting on the Border Environment, an annual gathering of border-region environmentalists. Kelly spoke recently with EcoAméricas correspondent George Kourous about the ongoing U.S.-Mexico water dispute along the lower Rio Grande/Rio Bravo. Mexico and the United States in June signed an agreement called Minute 308 to help resolve that dispute, which revolves around Mexico’s failure to stay abreast of water transfers it must make to the United States under the terms of the countries’ 1944 water treaty.
