Kevin Gallagher, a professor of global development policy at Boston University, is cofounder of a research network called the Working Group on Development and Environment in the Americas. Drawing on university investigators across the Western Hemisphere, the network is coordinated by research centers at the University of Buenos Aires in Argentina, the University of the Pacific in Peru, and Boston University and Tufts University in the United States. Recently, the network produced a report titled “China in Latin America: Lessons for South-South Cooperation and Sustainable Development.” The report examined two questions: to what extent has China independently influenced environmental and social change in Latin America, and to what degree does the social and environmental performance of Chinese companies investing in the region differ from that of their counterparts.
