Paraguayan nonprofit pushing for transparency in water policy

Pursuing strategies to soften the effects of climate change, a Paraguayan think tank has focused on one in particular: improving water management and public access to the environmental information underlying it. Drawing on information it published in a Dec. 24, 2021 report, the nonprofit Environmental Law and Economy Institute (IDEA) asserts Paraguayan climate-change mitigation could improve if water-management policy is “corrected.” The group argues that as much information as possible must be publicly available so it can serve as a water-management tool. To that end, IDEA has lobbied hard for Paraguayan adoption of the Escazú Accord, a treaty negotiated in March 2018 to ease public access to environmental information and decision-making in Latin America and the Caribbean. Though Paraguay signed the treaty, it so far has failed to ratify it. (See "Information-access treaty is shelved in Paraguay " —EcoAméricas, April 2020.) Federico Legal, IDEA’s projects director, discussed water management and information access recently with EcoAméricas correspondent Javier Lyonnet.
